A Single Social Register will be introduced in Uzbekistan

A Single Social Register is being introduced in Uzbekistan to establish a new, transparent, and fair system of work with the needy segments of the population. This is provided by the resolution of the President of the Republic of Uzbekistan from 4 August 2020.

By the end of 2020, this system will be gradually introduced in all regions.

Through the Single Social Register, social assistance will be issued on the basis of uniform criteria and documents.

The number of recipients of social benefits:

  • currently 600 thousand;
  • by the end of 2020 there will be 1 million 200 thousand;
  • in 2021 it will be increased to 1 million 500 thousand.
  • starting from 1 January 2020, the procedure for obtaining the status of a low-income family will be simplified.
  • needy families will be provided with 30 types of social assistance and services in a convenient manner.

Over 400,000 families will receive one-time financial assistance in Uzbekistan

On 30 July, President of Uzbekistan Shavkat Mirziyoyev signed a decree "On additional measures to provide material support to segments of the population in need of assistance and social protection during the coronavirus pandemic."

The decree notes that from the republican budget will be allocated one-time material assistance to over 400 thousand families, whose members are more than 1.7 million people.

The number of families receiving social benefits will be increased from 600,000 to 1.2 million.

The head of Uzbekistan instructed the Ministry of Economic Development and Poverty Reduction, the Ministry of Finance and the Central Bank to ensure the delivery of one-time financial aid to the families included in the lists by 15 August.

The total amount of aid will be 380 billion USZ. One family member accounts for an average of 220,000 USZ.

To support 150,000 needy families, 150 billion USZ will be allocated from the "Kindness and Support Fund" in connection with the holiday of Kurban Eid (1 million USZ per family).

150 billion USZ is allocated to support the "Wakf public charitable foundation" under the Muslim Board of Uzbekistan.

Until the end of 2020, an additional 2.5 trillion USZ will be allocated from the budget for measures to support the population.


Uzbekistan’s President addressed ILO Global Summit on COVID-19 and the World of Work

On July 8, 2020, Geneva hosted ILO Virtual Global Summit on COVID-19 and the World of Work

According to the Permanent Mission of Uzbekistan in Geneva, the summit was attended by over 80 heads of state and government, international organizations, including the UN, WTO, WHO, World Bank, IMF.

Participants presented information on measures taken to overcome the negative consequences of the pandemic at the national, regional, and international levels.

At the invitation of the ILO Director-General, President of Uzbekistan Shavkat Mirziyoyev addressed the Virtual Global Summit.

The President of Uzbekistan emphasized that the implementation of the ILO conventions in the national legislation and practice, in particular, the ratification of the C144 Convention on Tripartite Consultation, gave a powerful impetus to the development of tripartite social dialogue in Uzbekistan.

In accordance with the principle of tripartism plus, business, trade unions, non-governmental organizations, civil society institutions, and the public actively participate in the process of developing anti-crisis measures during the pandemic. This is a guarantee of the successful implementation of anti-crisis programs, protecting the interests of all segments of the population.

The President of Uzbekistan noted that the pandemic has identified a number of problems in the development of sustainable international relations and the absence of a global strategic plan of action in such emergency situations.

In this regard, Shavkat Mirziyoyev forwarded the initiative to adopt, under the auspices of the UN, the International Code of Voluntary Obligations of States during pandemics where minimum conditions and obligations of states, both to their citizens and to international partners, in the political, social, economic, humanitarian, human rights spheres, should be fixed.

The head of the state noted that relations between Uzbekistan and the ILO continue to develop dynamically and consistently. The roadmap is being successfully implemented, adopted following the visit of the ILO Director-General Guy Ryder to Uzbekistan in 2018.


Akmal Burkhanov appointed as a head of Anti-Corruption Agency

Akmal Burkhanov has been appointed Director of the Anti-Corruption Agency by the President of Uzbekistan.  On July 14 Presidential decree on the appointment was approved by the Senate.

Prior to this appointment, from January 2019, he chaired the Nationwide movement Yuksalish.

The Anti-Corruption Agency was set up by the presidential decree on June 29, 2020, and is designated to develop and implement national anti-corruption policies.

In addition, the Agency has been entitled to:

  • request, receive and conduct research over budget expenditures, sale of state-owned assets, public procurement, implementation of investment projects and government programs;
  • review letters from individuals and legal entities on corruption issues and take measures to restore their violated rights and protect their interests;
  • conduct administrative investigations of corruption offenses;
  • make binding orders on the suspension of performance or annulment of decisions of executive authorities, economic management bodies, and their officials if signs of corruption are detected in them.

The agency is subordinated to the President and reports to the chambers of the Oliy Majlis.


New Chairman of the Nationwide Movement "Yuksalish" elected

On 27 July 2020, a meeting of the founders of the Nationwide Movement Yuksalish headed by the Chairman of the Senate of the Oliy Majlis Tanzila Narbaeva elected a new chairman of the Movement from the deputies of the Legislative Chamber of the Oliy Majlis.

Bobur Bekmurodov, a member of the Committee on Democratic Institutions, Non-State Organizations, and Self-Government Bodies of Citizens of the Lower House of Parliaments, was elected to the position of the chairman of the movement.

Mr. Bekmurodov was born on 5 January 1985 in the Kashkadarya region. He is a graduate of the Uzbek State University of World Languages and the Tashkent Financial Institute, is an alumnus of the fellowship program of The John Smith Trust (UK).

During 2017—2019, he worked as the chief coordinator, deputy executive director of the Development Strategy Center, and executive director of the Nationwide Movement "Yuksalish". Since the beginning of this year, Bobur Bekmurodov, on a voluntary basis, worked as deputy chairman of the movement for program development and cooperation.

As his main priorities Mr. Bekmurodov highlighted:

  • Mitigating the impact of the COVID Pandemic: improving socio-economic conditions for vulnerable groups, small scale infrastructures and public awareness related to COVID-19
  • Monitoring of the state program and development of proposals for completing gaps
  • Improving dialogue between parliamentarians and the public
  • Development of dialogue and cooperation of civil society in Central Asia
  • Building sustainable infrastructures for civil society institutions
  • Programs on youth engagement to decision-making processes
  • Involvement of civil society institutions in anti-corruption processes
  • Conducting public hearings and developing the activities of public councils

Uzbekistan presented the first National Report on achieving the SDG at the UN ECOSOC High-Level Political Forum

On 15 July 2020, the presentation of the first Voluntary National Review (VNR) of Uzbekistan on progress in the implementation of the Sustainable Development Goals (SDGs) was held at the High-Level Political Forum under the auspices of the UN Economic and Social Council (ECOSOC). The presentation was held via videoconferencing with the participation of UN member states that have made commitments to the SDGs.

In the speech to the participants of the Political Forum, Chairwoman of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva emphasized Uzbekistan’s strong commitment to the implementation of the Global Agenda 2030 and the promotion of large-scale reforms that are fully consistent with the Sustainable Development Goals.

The First Deputy Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, Director of the National Center for Human Rights Akmal Saidov answered questions from the participants of the Political Forum.

The presentation of the Voluntary National Review of Uzbekistan was made by a representative of the Ministry of Economic Development and Poverty Reduction, during which the achievements of Uzbekistan in the implementation of the Sustainable Development Goals, as well as the tasks and challenges facing the country in this area, were presented.

During the presentation, it was noted that the government monitors the effectiveness of reforms through 23 global ratings (indices), including the global SDG rating, according to which Uzbekistan today ranks 52nd among 162 states.

In order to mitigate the consequences of the COVID crisis, the Government of Uzbekistan announced a number of major anti-crisis measures, including financial, economic, and regulatory measures to support business entities, the most vulnerable segments of the population and employees of social institutions. An Anti-crisis fund has been created in the amount of US$1 billion.

It was also noted that Uzbekistan faces the following strategic goals and objectives:

  • further reduction of poverty and inequality (SDG 1 and 10);
  • improving the quality and equal access to social services, in particular in the field of health (SDG 3) and education (SDG 4), with a focus on remote regions and vulnerable groups of the population;
  • ensuring sustainable employment, especially among youth and women (SDG 5 and 8);
  • achieving more rational use of water (SDG 6), energy (SDG 7), land (SDG 2 and 15) and other natural resources (SDG 11, 12, 13) for more sustainable socio-economic development and adaptation to climate change;
  • further strengthening the rule of law, freedom of speech and press, increasing transparency and quality of public services, reducing corruption (SDG 16), and ensuring greater gender equality (SDG 5) according to the principle “Leave no one behind”.

Lockdown restrictions extended until August 15

By the decision of the Special Anti-Coronavirus Commission, lockdown restrictions, in effect until August 1, have been extended until August 15.

The commission's statement notes that the tightened lockdown measures since July 10 have yielded a positive result: the number of COVID-19 cases has decreased and the daily number of recoveries has also risen.

The activities of the following facilities remain suspended:

  • attractions in parks and gardens;
  • clothing markets and large non-food stores;
  • gyms, fitness clubs, gyms and swimming pools;
  • preschools, training courses;
  • restaurants, cafes, canteens, teahouses, except deliveries;
  • resorts, boarding houses, children's camps, guest houses, hostels, beaches, and other recreation areas;
  • hairdressers and beauty salons.

In addition, the ban on the entry and exit of vehicles to and from Karakalpakstan, provinces, and Tashkent, including taxis (with the exception of circulation between Tashkent and Tashkent province), remain in effect.

A new World Bank Country Manager for Uzbekistan starting from July 1, 2020 is Mr. Marco Mantovanelli. 

Mr. Mantovanelli is an economic development professional with more than 20 years of experience in Latin America, Africa and Europe.

Before joining the World Bank, he was an economic research consultant in Europe and the United States, and he also served as an officer in the Italian navy.

Throughout his career at the World Bank, Mr. Mantovanelli held various positions both at headquarters in Washington, D.C., and in various country offices around the world.


Parliament activities

The Senate launches the Youth Parliament program

On 30 July, the first meeting of the Youth Parliament under the Senate of the Oliy Majlis of the Republic of Uzbekistan was held in the form of video conference. During the meeting, organizational issues were considered.

Mohistara Mukhammadyunusova is approved as a Chairperson of the Youth Parliament.


More space for civic participation in Urban planning 

The Legislative Chamber of the Oliy Majlis adopted a new edition of the law on "Approval of the Urban Planning Code". Law gives citizens the right to participate in the approval processes of the general plan of the resident area.


Other news

Concept of the Civil society development strategy in Uzbekistan is under preparation.

The Ministry of Justice and the Nationwide movement Yuksalish are in the process of joint preparation of the Draft Concept of the Civil Society in Uzbekistan. It is expected that the Concept will cover:

  • Enabling legal environment
  • Citizen’s engagement matters
  • State support of the civil society organizations
  • Improving consultative services for NGOs
  • Volunteering and charity practices

The Draft Concept is being prepared with the consideration of the comments and proposals of the CSO representatives.
